We do understand that a lot of online publications believe that AMD has seemingly achieved 4 cores by completely disabling one of the two CCXs. The two models leaked online are the Ryzen 3 3100 and Ryzen 3 3300X. Both are rumoured to sport 4-core / 8 threads, with a total cache of 18 MB and a TDP of 65 W. The highest boost frequency of the Ryzen 3 3100 is 3.90 GHz, while the highest boost frequency of 3300X is 4.30 GHz.

At present, the 7 nm Zen 2 desktop processor with the lowest specification of AMD retail is R5 3500X, priced at around 999 yuan in China and significantly higher price in INR than by just mere conversion. Most probably the 4-core 8-thread Ryzen 3 will be more affordable.
