A video codec plays a vital role in video production and delivery. A good video codec represents a more efficient and cost-effective choice and involves usability, licensing and royalties. It is expected that in 2020 itself, MPEG will take the form of VVC / H.266, MPEG-5 Part 1 "Basic Video Coding" (EVC) and MPEG-5 Part 2 "Low Complexity Enhanced Video Coding" (LCEVC) Published 3 unprecedented standards. These will be used with other advanced codecs, including HEVC, VP9 and AV1 for various applications on the market. Recently, MPEG announced the first milestone, announcing the completion of EVC (also known as the ISO / IEC 23094-1 standard), so EVC has been promoted to the final international standard (FDIS) status. Enterprises such as Huawei, Qualcomm and Samsung will take the lead in formulating and will receive the first support. MPEG-5 EVC defines two separate configuration modes: "baseline configuration mode" and "main configuration mode", the first one only contains technologies that are more than 20 years old or can be used in the standard free of charge. The second adds a few other tools, you can completely disable each tool, or you can switch to the corresponding benchmark tool separately. How is MPEG5-EVC better? We recently learned from MPEG that the EVC standard provides higher compression efficiency compared to existing video coding standards. MPEG-5 EVC has the same video quality as H.265 in the main mode, but the average bit rate is reduced by 26%; the baseline mode is 31% lower than H.264, and the decoding time is reduced by 60%. And all contributors based on the standard declare that these statements promise to announce the license terms of their MPEG-5 EVC standard no later than two years after the FDIS release date. Other important achievements include Low Complexity Enhanced Video Coding (LCEVC) reaching the status of the International Standard (DIS) draft, which means that the technical work has been completed and the format has been frozen. What is LCEVC? LCEVC is a codec-independent tool that can significantly improve the compression efficiency of any video codec (including existing AVC / h.264, HEVC, VP9 and emerging AV1, EVC, VVC) while reducing the processing of encoding and maintenance Compatibility with the decoder ecosystem of enhanced codecs is required.
